Ohei Katsura is a storyteller and the mc during Goryu Tachibana's birthday event.

Although he is not so famous, for some reason Tachibana even replaced the famous comedian Shunraku and was entrusted with hosting the party. Regarding this, there was a speculation in the work that because he's not that successful, his wages would be cheaper to pay.
As the fourth victim, Kindaichi visited when he was in the tent at an outdoor concert venue for work.
